From September 30, Google will require app registration for certified Android devices in Brazil, Indonesia, Singapore, and Thailand. The rule covers apps distributed through Google Play, Galaxy Store, HONOR App Market, OPPO App Market, Palm Store, V-Appstore, and Xiaomi GetApps.
Why Google Wants Verified Developers
The check should make malware harder to ship for authors who hide behind anonymous accounts. Since March, developers have registered millions of apps in Google’s verification system. Registration ties a package name to a confirmed developer account. According to the company, registered apps already cover nearly all Google Play installs and most installs from outside sources.
The Rollout Timeline
June: A New System Service
In June, Google will start installing a system service automatically on most Android devices. The service will later verify developer registration. For now, it simply lays the groundwork.
July: New APIs for Developers
In July, the company will open an API to check whether a package name is registered. It will also begin testing an API to register and manage packages from the development environment. These tools help teams add apps in bulk. Moreover, they let developers build registration into CI/CD pipelines.
August: An Advanced Install Flow
In August, Google will launch an advanced procedure for installing apps from unverified developers. The procedure adds safety checks against scammers. Those scammers often pressure a victim into installing a malicious app. Even so, experienced users will keep the option to sideload outside the stores.
Accounts for Students and Hobbyists
Students, enthusiasts, and new developers can set up a limited distribution account. The owners of such accounts can share apps to a maximum of 20 devices for free. Best of all, this path needs no government ID.
What Happens After September 30
Unregistered apps will still install after September 30, but only by two routes. Users can rely on the Android Debug Bridge or the advanced procedure. Looking further ahead, Google plans to extend the registration requirement to certified Android devices worldwide in 2027.
