As the global direct-to-device satellite market accelerates, Amazon Leo has unveiled an ambitious orbital expansion. Recently, the satellite division submitted a formal regulatory filing to the Federal Communications Commission. The firm proposes deploying up to 5,105 low Earth orbit satellites to deliver cellular connectivity. Consequently, this initiative will provide voice, messaging, data transmission, and emergency services directly to smartphones.
According to the official timeline, Amazon plans to launch the initial satellite batch in 2028. Primarily, the service will target remote geographic regions that lack terrestrial cellular coverage. This pivotal proposal marks a dramatic strategic evolution for Amazon. Indeed, the e-commerce giant is transitioning from a traditional broadband provider into an active mobile infrastructure partner. Therefore, Amazon now directly confronts established industry rivals like SpaceX, AST SpaceMobile, and Lynk Global.
Expanding the Constellation: From Kuiper to Leo
Amazon Leo’s FCC proposal for over 5,000 satellites represents the second phase of Project Kuiper. Originally introduced in 2019, Project Kuiper aimed to deploy 3,236 satellites to supply high-speed internet to underserved regions. Furthermore, the company has already orbited approximately 390 first-generation satellites. It intends to initiate preliminary fixed service operations later this year.
However, the new Leo constellation elevates this initial mission significantly. The proposed network will share orbital resources and ground infrastructure with Project Kuiper. Competitive Landscape: Amazon versus SpaceX
SpaceX remains Amazon’s most formidable adversary in this emerging domain. SpaceX announced a partnership with T-Mobile in 2022 to eliminate cellular dead zones using Starlink satellites. Furthermore, SpaceX began active testing of these services in 2024.
Nevertheless, Amazon Leo and SpaceX pursue distinct technical architectures. SpaceX relies on mid-band PCS spectrum integrated into Starlink satellites to complement T-Mobile’s terrestrial network. Conversely, Amazon utilizes Globalstar’s mobile satellite spectrum alongside custom Leo satellites. In March 2026, FCC Chairman Brendan Carr publicly addressed Amazon’s regulatory complaints regarding SpaceX. Meanwhile, Asian markets are preparing for arrival. FarEasTone Telecommunications in Taiwan recently became an authorized distributor for Amazon Leo services. Additionally, major Asian carriers are exploring satellite integration to eliminate dead zones and build future 6G networks.
