Million-Record Heist: 15-Year-Old “breach3d” Apprehended for Massive France Titres State Data Theft

French authorities have successfully traced the digital footprint of a juvenile suspected of orchestrating a high-profile data exfiltration from a prominent state agency. This saga commenced when millions of sensitive records surfaced for illicit sale on various clandestine hacking forums.

On April 25, law enforcement apprehended a 15-year-old student. Investigators contend that the youth was instrumental in the breach of France Titres, the governmental body responsible for issuing official French identification and documentation. The purloined dataset is estimated to encompass between 12 and 18 million entries, a massive repository offered for purchase by a malicious actor operating under the pseudonym “breach3d.”

The Office for Combating Cybercrime was first alerted to the intrusion in April. By April 13, the agency had detected anomalous network activity and confirmed the authenticity of the compromised information. Shortly thereafter, on April 16, the Paris Prosecutor’s Office initiated a formal inquiry into charges of unlawful access to state information systems and the theft of personal telemetry. Under the French penal code, such transgressions carry a maximum sentence of seven years’ imprisonment and a fine of up to €300,000.

Evidence led investigators to believe that the detained adolescent was indeed the individual behind the “breach3d” persona. Consequently, on April 29, the Prosecutor’s Office inaugurated a judicial case. Authorities have sought formal charges and judicial supervision for the minor. The investigation encompasses a broad spectrum of offenses, ranging from unauthorized access and the illicit replication of data to its dissemination, possession, and the utilization of specialized hacking implements.

The inquiry remains ongoing under the rigorous oversight of an examining magistrate.
